After upgrading VMware vCenter Server to version 9.x (9.1), attempting to edit ESXi 8 firewall rules in the vSphere Client UI results in the following behavior:
The firewall rule list fails to load.
The vSphere Client UI displays the message "No items found".

Client Interface: vSphere Client UI running in localized browser languages (e.g., Simplified Chinese / zh_CN)
Starting with vSphere 9.x, certain localized languages (including Chinese) are no longer supported by default in the vSphere Client UI. When accessing the client with an unsupported browser locale, UI data bindings fail, causing components like the firewall rule table to display empty results.
To resolve this issue, switch the vSphere Client interface language to a supported language (such as English):
