Purge Notifications job not deleting some records.

Issue/Introduction

'Purge Notifications' job does not delete entries in the 'CLB_NOTIFICATIONS' and 'CLB_NOTIFICATION_PARAMS' tables even after seven days after doing an
'Export to CSV' from the Project grid page in Clarity Modern UX.

Steps To Reproduce:

1. Login to Modern UX and go to the Project Grid list page
2. From the 'Actions' dropdown list at the top left of the page, select and click 'Export To CSV'
3. Check the 'CLB_NOTIFICATIONS' and 'CLB_NOTIFICATION_PARAMS' tables and see that the tables are populated.
4. Wait for seven days to go by
5. Run the 'Purge Notifications' job and select all parameter options. Also select a two week date ranges covering the period 'Export to CSV' was done.
6. Additionally run the 'Purge CSV Downloads' job

Expected: The entries created in 'CLB_NOTIFICATIONS' and 'CLB_NOTIFICATION_PARAMS' tables in step three above would be deleted.

Actual: The 'Export To CSV Job' entries still remain in the 'CLB_NOTIFICATIONS' and 'CLB_NOTIFICATION_PARAMS' tables and do not get deleted
