dSeries 25.1: Some HTTP / REST jobs stuck in READY state

Issue/Introduction

In dSeries (DE) 25.1 some HTTPv2 / REST jobs may get stuck in READY.  The DE side logs may show following errors:

Environment

ESP dSeries / Workload Automation DE : 25.0 or above

Cause

An empty or blank value field in Form Parameters will cause java.lang.ArrayIndexOutOfBoundsException: Index 1 out of bounds for length 1.
