Error: "str cannot be null" and "Item import failed" when Importing Copy File type tasks into the Console

Issue/Introduction

When trying to Export and Import tasks to another SMP, Copy File tasks will error out.  This also includes in Hierarchy environment.

When importing the file, and Import Item failure is seen: Error importing item.  Please check event log for details.

Checking the SMP Logs these 2 errors are seen:

Item save to DB failed: ebd083ef-66a1-4de7-a163-13bac085827d, (fromClone=False, user=EPM\smpservice)
str cannot be null
   [NullReferenceException @ Altiris.TaskManagement.dll]

Item import failed

ITMS 8.8.1, and possibly previous versions.
