VCF Operations component displays as Powered Off with missing Actions menu in VCF 9.1

Issue/Introduction

• In VMware Cloud Foundation (VCF) 9.1, when navigating to the Build > Lifecycle > VCF Management > Components page, the VCF Operations component displays a status of Powered Off. Additionally, the Actions dropdown menu for this component is missing.
• Despite this UI status, the VCF Operations admin interface confirms that the appliance is online, functional, and healthy. Internal logs may show intermittent status flapping between "Running" and "NotRunning" or persistent "Powered Off" states if DNS resolution fails for the recorded hostname.

Environment

• Product: VMware Cloud Foundation 9.1.0.0
• Component: VCF Operations (Build / Lifecycle Management)
• Configuration: Management Domain upgraded from VCF 9.0.x to VCF 9.1

Cause

An undesired DNS record that resolved to the VCF Operations IP address was present during the upgrade to 9.1.

When multiple DNS records resolve to the same VCF Operations IP address during the VCF 9.1 upgrade, an undesirable hostname may be saved to the SDDC Lifecycle database. Intermittent "Powered On" vs "Powered Off" statuses may be seen when both DNS records existed. If the incorrect DNS record is removed, the component will stay in a "Powered Off" state as the SDDC Lifecycle service could not resolve the recorded hostname.
