Answer:
No, there are no changes to the SMF record layout between CA IDMS release 18.0 and 19.0
however there are a couple of CA IDMS 19.0 PTFs that correct reported problems.

INC03 - SMF4/30 MESSAGES WRITTEN AS 230 RECORDS
ENHANCEMENT DESCRIPTION:
This PTF adds an additional parameter to #PMOPT that allows SMF
Type 4 and Type 30 records to be written either with or without
the additional Performance Monitor header.
The possible parameter values are:
SMFHEDR=YES - Default setting. The Performance Monitor header will
be attached and SMF Type 4 and 30 records will be
written as a type matching the SMFRCID field in
#PMOPT (default Type 230).
SMFHEDR=NO - The Performance Monitor header is not attached to
SMF Type 4 and 30 records.
In releases prior to 18.0 SMF Type 4 or Type 30 records
written by Application Monitor did not contain the additional
Performance Monitor header.
If 'SMFHEDR=YES' is used, PMSMFEX can be used to extract SMF Type 4
or Type 30 records.

PROBLEM DESCRIPTION:
The 4-character release number which PERFMON inserts into an SMF record
header is being set to '1800' for releases: 18.0, 18.5, and 19.0.
SYMPTOMS:
SMF header records generated by PERFMON contain the characters '1800'
as a version number in the header.
PERFMON records extracted from SMF records by the Culprit program
PMSMFEX contain '1800' in the PERFMON header.
IMPACT:
Programs which process statistics by release are unable to distinguish
19.0 statistics from 18.0 statistics from 18.5 statistics.
