Hierarchy Import Schedule is blank for specific users

Issue/Introduction

Hierarchy import schedule appears to delete all records and fails to import new ones 

1. Verify that the user has all Hierarchy and Project access rights
2. Go to Hierarchies
3. Create a new Hierarchy
4. Select Actions>>Configure import schedule
5. Go to Actions>>Configure Import Schedule
6. Days – Monday
7. Time and Date can stay
8. Import source – All available investments
9. Investments filter criteria – Type – Project
10. Filter – Active = Yes
11. Click ‘Next’
12. You will see Estimated total investments
13. Click Save and Import now

Expected Results - The projects will be imported to the Hierarchy

Actual Results - There is no error and projects are not imported.

This happens with all investments, not just projects
