Timesheet Details Popup Isn't Displaying Correctly

Issue/Introduction

When an approver is reviewing the details of a Timesheet, the popup details doesn't display the horizontal scroll, and the window doens't fill the screen as expected.

Steps to Reproduce: 
1. For a Resource create and submit a timesheet to an approver.
2. As the approver, access the Timesheets module and go to Review & Approve
3. Click on the Submitted Timesheet row, and a side window will display the Timesheet tab. Within the details of the tab click the Review link
4. The Timesheet details will display

Expected Results: 
The details will display within the window, and if needed vertical and horizontal scroll bars will be present

Actual Results:
The horizontal scroll bar cannot be seen, and the format of the window is incorrect

The resolution for this is included in Clarity 16.5.0.

Workaround: 
Changing the zoom percentage of the browser to 80%-90% will allow all the details to be viewable
