Issue/Introduction

In VMware Cloud Foundation (VCF) 9.1, the VCF Operations user interface may show the license server as 'not registered' or mark shared licenses as ineligible. This typically occurs during post-upgrade configuration in the VCF Operations UI under **Manage > Licensing

  • The license registration process hangs or gets stuck at Step 3 or Step 5.
  • Licenses appear green/valid in other areas of the console but show as ineligible in VCF Operations.
  • The license server status remains not registered despite successful SDDC Manager upgrades.

Cause

VCF Operations expects a single license with sufficient core capacity. If the environment contains both a local VCF Core license and a shared license from a parent folder, the system fails compliance checks if the shared license core count is lower than the local VCF Core count, even if the total capacity is sufficient.

Resolution

To resolve this compliance conflict, consolidate your licensing to a single shared license with appropriate capacity:

  1. Increase the shared license capacity in the Broadcom portal to match or exceed the VCF Core count.
  2. Assign the updated shared license to the vCenter.
  3. Log in to the VCF Business Console.
  4. Remove the conflicting local VCF Core license from the license server.
  5. Re-attempt the registration in the VCF Operations UI.
