NSX Manager is inaccessible and displays Error Code 101 during upgrade

Issue/Introduction

During an upgrade of NSX or VCF, the NSX user interface becomes unavailable for a prolonged period of time.

The web server does not respond or displays the following error: 

Some appliance components are not functioning properly. 
Component health: SEARCH:UNKNOWN, MANAGER:UNKNOWN, NODE_MGMT:UP, UI:UP.
Error code: 101

Resolution

During an upgrade, NSX Manager VMs will restart and in some cases the upgrade may not appear to progress for several hours. 

A premature reboot can prolong or stall the upgrade. In some cases, resolving Error Code 101 will require a rolling reboot of the NSX Manager nodes. However, it is recommended to wait at least 2 hours before restarting the VMs as the NSX upgrade progress is expected to take a significant amount of time under normal circumstances.
