When you run out space in a rule set, getting message ACF70044 RULE RECORD LARGER THAN MAXIMUM

SIZE ALLOWED - COMPILER TERMINATING, you can use NEXTKEY to increase the overall rule set. 

How many levels of NEXTKEY are allowed within a dataset access rule?

You are allowed 25 levels of nested NEXTKEY rules.  If you go beyond that limit you will get message:
