Frictionless Cost Accounting (FCA) Timesheet Entries Not Appearing in Modern Reporting Until Posted

Issue/Introduction

When using Frictionless Cost Accounting (FCA), timesheet entries in the statuses of
'Submitted', 'Approved', 'Posted' are visible on the timesheet itself, but do not appear in Modern Reporting Data Provider unless it is Posted.

Steps To Reproduce:
1. Enter timesheet as follows:

Enter 40 hours on a timesheet period via the Timesheet Integration job.
Enter 22.75 hours manually on the same timesheet.

2. Run the Load DWH job to check the status of the timesheet.

3. Review Modern Reporting > Data Provider > Time Entries and Timesheets

4. Filter for the timesheet.

Actual:
For the manually entered time entries, they appear in Modern Reporting.
For the FCA-entered time entries, the 'Submitted' and 'Approved' timesheets do not appear in Modern Reporting.

Only until the timesheet is 'Posted', will it appear.

Expected:
Timesheets and its entries need to display for FCA entries in the Modern Reporting, regardless of
the its non posted status(Submitted,Approved).
