Cost Plan grid does not sort correctly by 'Last Updated Date'

Issue/Introduction

In Modern Project Financial > Cost Plan or Classic, 
when the grid is sorted by 'Last Updated Date' descending, the current Plan of Record (POR) does not appear at the top. 
Instead, the previous POR remains pinned at the top regardless of its actual last-updated timestamp, 
while the newly created/updated POR is sorted in among the unpinned rows.

Steps To Reproduce:

1. Navigate to Modern > Project Financial > Cost Plan
Sort the cost plan list by 'Last Updated Date' ascending
Observe the cost plan marked as POR appears at the bottom of the list (correct, given ascending sort)

2. Create a new cost plan and set the new one as the Plan of Record
Confirm the list remains correctly sorted ascending after creating the new plan

3. Sort the list by 'Last Updated Date' descending

Expected: The current Plan of Record (most recently created/modified cost plan) should appear at the top of the list when sorted descending by 'Last Updated Date'.

Actual: The top row is not the current POR — it is the cost plan that was previously set as POR.
