The Parent Filter includes Investments it shouldn't

Issue/Introduction

After defining specific Investments that are allowed as "Investment Parents", when using a "Parent" filter, the filter still displays Investments that don't apply

1. Create an Investment, check the option: Include in Hierarchies
2. Create an item within the Investment
3. In the MUX go to Administration, then Attributes, then click the tab: Investment Parents
4. Create a new row with Investment Type as: Project, and Allowed Parent Types as the new Investment previously created.
5. Access the Project grid, and create a filter for the attribute: Parent, view the list.

Expected Results: Prior to 16.4.2, the filter would only display items from the Allowed Parent Types

Results: In 16.4.2 all Hierarchy Investments display in the filter list, even if they aren't Allowed.
