New Reporting - Data Provider and Report migration API-1019 error.

Issue/Introduction

When you are migrating two separate reports that are built on the same Data Provider from one environment to another, we are encountering the API-1019 error.
You are trying to understand what is causing these inconsistent status messages and what the reported API error actually means.

Steps to Reproduce: 

1. Create Data Provider.
2. Create report 1 based on the data provider from Step 1.
3. Create report 2 based on the data provider from Step 1.
4. In the source environment, export the first report and select "Report Design and Data Provider."
5. Import the report into the destination environment will will also import Data Provider.
6. At this point both the report and the Data Provider are imported successfully.
7. In the source environment, export a second report that is built on the same Data Provider, again selecting "Report Design and Data Provider."
8. Import the report into the destination environment, the toaster notification displays "Import Completed."
9. Bell notification displays "Report Imported" with a Warning status and provides a downloadable warning file.
10. After opening a file you see "API-1019 : Could not process the request due to internal error."

Expected Results: It should provide more descriptive error to understand the issue.

Actual Results: It is throwing generic API-1019 error.
