Issue/Introduction
- You have a WSFC cluster and it is configured with Cluster shared volume
- The configuration was carried out by following Microsoft Windows Server Failover Clustering (WSFC) with shared disks on VMware vSphere 8.x: Guidelines for supported configurations
- VM fails to power on with the error "Module 'DevicePowerOn' power on failed. Failed to start the virtual machine."
- Both VMs are running on the same ESXi host (Cluster in a box - CIB)

Cause
Incorrect SCSI bus sharing configuration prevents the VM from powering on.
Resolution
If the VMs are running on the same ESXi host, the SCSI bus sharing must be set to "Virtual".
Change the SCSI Bus Sharing Configuration in theVMware Host Client
VMs running across different hosts should have SCSI bus sharing set to "Physical"
Additional Information
We do not recommend a configuration where all VM nodes are placed on a single ESXi host (so called “cluster-in-a-box”, or CIB).
The CIB solution should not be used for any production implementations – if a single ESXi host will fail, all cluster nodes will be powered off and, as the result, an application will experience downtime.
