OBS Lookup Filter search does not filter with ampersand

Issue/Introduction

When you are trying to search a partial text string "Two&" in a filter search of a Report or in the project Grid, no values are returned, even though you know that there are records having that string included in the name.

Steps to Reproduce: 

1. Create an OBS or use an existing one where you have an ampersand (&) in the unit name. Example "Two&Two".
2. Ensure OBS is API enabled.
3. Run Load Data Warehouse to ensure this newly created unit is synchronized to data warehouse.
4. Now attempt to add filter to project Grid in Modern UX and search for 'Two&', notice no results.
5. Same behaviour when attemptng to search for the same filter in Modern Reporting.

Expected Results: It should filter for the value with ampersand.

Actual Results: it does not search for values with ampersand.

Note: The issue applies to all OBS lookups in MUX
