Restricted User with Reporting Rights is unable to view few attributes on the report

Issue/Introduction

Report widgets data is returning blank for few widgets for Non Admin/Restricted users.

STEPS TO REPRODUCE: 

1. Login to Clarity 16.4.2.
2. Create a report with multiple widgets using multiple dataproviders.
3. Create a non admin user who has 

•     Reporting - Available Reports - Navigate
•     Reporting - Navigate
•     Reporting - Report Schedule - Create
•     Reporting - Report Viewer - View - All
•     Reporting - Reports - Navigate
•     Reporting - Reports Library - Navigate
•     Reporting - Reports Library - View - All
•     Reporting - Scheduled Reports - Navigate

4. Login as non admin user, Navigate to Reporting workspace and open the report.

Expected Results: All the widgets should load data

Actual Results: Some widgets are missing data

Fixed in 16.4.3 and above.

Additional Information

Granting the following rights serves as a Workaround but that will expose the Data Provider and Report Designer tiles to end users.
