VCF Automation upgrade from 9.0.2 to 9.1 fails during "create automation cluster" phase

Issue/Introduction

Upgrade of VCF Automation version 9.0.2 to 9.1 fails on stage Create Automation Cluster with errors:

• An internal system error occurred while bootstrapping the VCF services runtime cluster with FQDN: Failed to bootstrap VCF services runtime.
• Failed to bootstrap VCF services runtime of type 'null'.
• Step deploy_vmsp_cluster failed. Reference Code: 73B9796E. Check logs for details.
  
  

  The Domain manager logs in /var/log/vmware/vcf/domainmanager/domainmanager.log points to authentication failure

Cause

This issue occurs because the password does not meet the requirements.

Resolution

Make sure the password which you set for VCFA 9.1 meets the below requirement
