Issue/Introduction

Issue: 

When trying to integrate Identity Portal with SiteMinder using Windows Authentication Scheme, the authentication always fails.

Cause: 

User ID header is not set correctly.

Change the SSO User ID header in general configuration from SM_USER to SM_UNIVERSALID
