After ugprade to 25.4.8 Spectrum on Windows - Emails no longer sent from AlarmNotifier

Issue/Introduction

Emails are no longer sent after upgrading Spectrum on Windows to 25.4.8.

Logs indicate an errors that "mail" is missing.

Environment

25.4.8 Windows Spectrum installs only.

Cause

The mail.exe was not shipped with 25.4.8.  This is a bug in the installation build.

Resolution

Please contact support to obtain an updated copy of mail.exe for Windows.
