Baseline_engine.QOS_Message queue does not drain

Issue/Introduction

Hub queue is showing queued but never sent

Environment

UIM 23.4

Cause

The probe does not really use attach and get queues. The Baseline_engine processes the QOS directly. 
However, it needs rules to process.
In this image from the probe utility, you can see there are rules configured. This allows the queue to process correctly.

 

In this server, there are no rules so the QOS has no where to do because there are no rules configured.

Resolution

This is working as designed.
If the hub has no baseline rules configured for the probes under the hub, you have two choices.

1. Configure baselines for some probes.
2. Deactivate the probe and only turn it back on once rules are configured.
    Note: Once deactivated, the queue will no longer show under the hub. This is normal behavior. If it still shows after the baseline_engine probe is off. This means someone manually created a queue and it should be deleted from the hub queue tab.
