Creation of a Virtual Machine from a vAPP template get stuck at 8% while using Terraform

Issue/Introduction

• You are trying to create a Virtual Machine(VM) from an existing vAPP template using Terraform in VMware Cloud Director (VCD) but it gets stuck at 8%.
• On vCenter, no tasks are spawned and no errors within events can either be seen. 

Environment

• VMware Cloud Director 10.6.1.2
• Terraform

Cause

The issue can occur when the the template is in either an Unresolved state in VCD or an orphaned state inside the vCenter Server.

Resolution

To resolve the issue you can follow either of the two methods. 

1. Fix the orphaned template inside the vCenter.  
   
   OR
   
   
2. You can delete the existing vAPP template from VCD, and recreate the vAPP template again.
