VKS cluster management fails to find vks-agent 9.1.0-0100-25429499 image after VCF Automation 9.1.0 EP1 upgrade

Issue/Introduction

Newly deployed VKS clusters fail to attach and remain in a Pending status.

VCFA is configured with FDS 

The following error appears in the auto-attach logs:

 "error":"failed to install VKSM Package Repository: package repository reconcile failed: vendir: Error: Syncing directory '0':\n Syncing directory '.' with imgpkgBundle contents:\n Fetching image:\n GET https://depot.kube-system.svc/v2/vcf/vksm-extensions/ga/9.1.0-0100-25429499/vks-agent/repo/manifests/9.1.0-0100-25429499:\n NOT_FOUND: resource not found: repo vcf/vksm-extensions/ga/9.1.0-0100-25429499/vks-agent/repo, tag 9.1.0-0100-25429499 not found

VCF Automation 9.1.0 EP1 (9.1.0.0100 build 25429499)

VKS 

Cause

The VKS cluster management system cannot locate the specific vks-agent image version associated with the 9.1.0 EP1 upgrade in the local depot.
