ABEND S0C4 during generation after applying PTFs for Gen 8.6

Issue/Introduction

S0C4 abend when generating a model after applying PTFs (such as RO93832 or LU08295). The error occurs in the CLIST TIUDSN or program TICGDRV.
Error Details
Program: TICGDRV ABEND: S0C4
Entry Point: PropSet::fetch(MMobj*,short)
Message: CEE3204S The system detected a protection exception

Environment

Cause

This issue typically occurs because the environment configuration is inconsistent after maintenance, or required configuration jobs have not been executed to synchronize the Host Encyclopedia with the updated libraries and DB2 environment.

Resolution

Run Configuration Jobs: Execute the following job located in the JCL library:
####.MVSHE.JCL(CEJOB07A)
If necessary, also execute CEJOB07B.
