HCX 9.1 OSAM Migration Stuck on "Waiting for maintenance window" after selecting "Switchover now" button

Issue/Introduction

• VMware HCX 9.1 OS Assisted Migration (OSAM) migrations become permanently unresponsive during the switchover phase, when "Deferred Switchover" is enabled or a future switchover date/time is scheduled.
• The migration status correctly progresses to "Waiting for maintenance window" after the initial replication sync completes.
• Once the migration is in the "Waiting for maintenance window" state, clicking the manual "Switchover now" button fails, and the migration state remains permanently frozen in the current status (Waiting for maintenance window).
