Import of Private License file to VCF Operations fails with "The license file is invalid. Generate a new license file in the VCF Business Services console and upload it here"

Issue/Introduction

• Unable to import upgraded Private License file to VCF Operations
• Error seen in the UI: "The license file is invalid. Generate a new license file in the VCF Business Services console and upload it here"
• VCF Operations was upgraded from 9.0 to 9.1
• The VCF OPs id was then updated in the Business Services Console portal
• After these steps the new License File cannot be applied and throws the error: "The license file is invalid. Generate a new license file in the VCF Business Services console and upload it here"
• As a troubleshooting step the VCF Operations was re-registered in Disconnected mode on the Business Services Console
• Internal API was used to generate a Registration file
• This Registration file was used to upgrade the license from "PRIVATE 9.0"  to "Disconnected 9.1"
• The import of the license file still fails
• The license-usage-plugin contains entries similar to:

Environment

• VCF 9.1.x

Cause

• Before upgrading from VCF 9.0 to 9.1.x you are required to update the max VCF Version of your Private License file to 9.1 ( see the "Upgrade VCF Operations from Version 9.0 to Version 9.1" section of the documentation here)
• Re-registering the VCF Operation in Disconnected mode in the BSC is not a supported action in this context.
• It causes the VCF OPs id in the BSC to change and this id cannot be used to import the new license file.

Resolution

• Please open a Support Case with VMware by Broadcom support for assistance with this issue.
