GCP: Unable to setup GCP Billing account

Issue/Introduction

During GCP Billing account setup user is getting below Error.

⚠️ There is a critical error with the GCP Account:
Configuration details cannot be verified.
Recommendations:
Google recommends: Received ClientError response from Google API.
Please make sure the resources (Datasets, Tables, and Buckets) are configured properly.

Cause

BigQuery API / Cloud Resource Manager API are not enabled under the project where bigquery table is located. 

Resolution

Please enable the BigQuery API / Cloud Resource Manager API under the project where bigquery table is located.
