Failed to power on VM that deployed via PAIS

Issue/Introduction

- After adding new VM class in PAIS, the VM failed to power on in vCenter with the following error:

"No host is compatible with the virtual machine."

- High reservation values for both CPU and memory within the namespace for this VM 

- Created a test VM using an identical image and reservation configuration directly in vCenter and below error return when power it on:

"Insufficient capacity on each physical CPU."

Environment

VCF Private AI Services 9.0.2

Resolution

1. Increase the ESXi physical CPU capacity.

2. Modify the CPU resource reservations in the PAIS VM template.
