OC Group column width changes do not persist in DX UIM 23.4 CU8

Issue/Introduction
In the Operator Console (OC) Group view, manual changes to column widths (expanding or contracting) do not persist. The columns "snap back" to their original width almost immediately, even if the mouse is held during the resize operation.
