Fleet Settings menu in VCF Operations 9.1 is unavailable with the message: Error: VCF License Required

Issue/Introduction

The Fleet Settings menu in VCF Operations 9.1 is inaccessible, displaying a "VCF License Required" message even when valid licenses are present.

• Cannot configure Fleet Settings or Password Policies under Manage > Fleet Management > Fleet Settings.

• The UI displays the message: "VCF License Required" and Fleet Management prerequisites panel is displayed.

• Standard license validation confirms that "VMware Cloud Foundation - cores" or equivalent licenses are connected and active.

• VCF Operations, SDDC Manager and the other VCF Management components have already been upgraded to 9.1.

Cause

VCF 9.1 introduces a centralized Fleet Management architecture. This framework requires the underlying Management Domain components (vCenter and NSX) to be on version 9.1 to validate the VCF 9.1 licensing state. If VCF Operations is on 9.1 but vCenter remains on 9.0.x, the system cannot bind to the Fleet Settings framework.

Resolution

This issue is resolved by completing the VCF 9.1 upgrade for all Management Domain components (vCenter and NSX) to version 9.1. Afterwards the Fleet Settings in VCF Operations should be fully functional.
