Spectrum models tied to policy manager are alarming before they put into maintenance mode

Issue/Introduction

We were asked to on-board over 700 devices but then put them into maintenance mode.  However, alarms occurred due to our interface live links policy and associated global collections

Environment

DxNetOps Spectrum all supported vesions

Resolution

By setting value_when_red to 0 the devices in the global collection will not alarm if there's a "port down" issue  or if a trap is received that would generate a critical alarm
