DWH Full & Incremental Load Performance issue after 16.4.2 upgrade(Postgres)

Issue/Introduction

An uptake of timing was observed for DWH jobs after the upgrade to 16.4.2 release.

STEPS TO REPRODUCE: 

1. Login to Clarity 16.4.1.
2. Take a Baseline of How Long each DWH table population runs for.
3. Upgrade to Clarity 16.4.2.
4. Trigger Either DWH incremental or Full Load. 

Expected Results :- The load timings are almost similar
Actual Results :- The load timings have increased.
