The deployment failure is caused by an unreachable or invalid NTP server configuration. VCF 9.1's Fleet Lifecycle task requires successful time synchronization to initialize the VCF Operations cluster.
To resolve this issue, ensure that functional and reachable NTP servers are used during the deployment.
