"Install VCF Operations and VCF Cloud Proxy using Fleet Lifecycle" fails due to incorrect NTP server in VCF 9.1

Issue/Introduction

During the VMware Cloud Foundation (VCF) 9.1 deployment, the process fails at the "Install VCF Operations and VCF Cloud Proxy using Fleet Lifecycle" stage. 

The VCF Installer UI indicates that only 5/14 steps are completed for the "Deploy and configure the operations appliance" workflow, and a "Status polling timed out" error is observed for the failed task.

When reviewing the logs, specifically using the command: kubectl -n vcf-sddc-lcm logs vcf-sddc-build-service-sddcbuild-##########-#####, following error is observed: "Specified NTP server is specified incorrect."

Cause

The deployment failure is caused by an unreachable or invalid NTP server configuration. VCF 9.1's Fleet Lifecycle task requires successful time synchronization to initialize the VCF Operations cluster. 

Resolution

To resolve this issue, ensure that functional and reachable NTP servers are used during the deployment.
