When installing VKS Cluster Management (VKSm), it remains stuck in Busy state.
From the VCF Automation | Provider Management - Services - Overview page, VKS Cluster Management shows Status: Busy.
When clicking on Details, auto-attach-service shows as Unhealthy.
Viewing Elements and hovering over the information (i) icon on auto-attach service shows the tooltip message "No installation targets found for supervisor services"
From the vSphere web UI, the auto-attach supervisor service for VKS Cluster Management does not exist under Supervisor Management - Services.

vSphere Supervisor 9.X
"No installation targets found for supervisor services" indicates that the VCF Automation (VCFA) system cannot find a Supervisor cluster to install VKSm on.
As a result, there has been no installation attempt of the VKSm auto-attach supervisor service in the desired Supervisor cluster because VCFA cannot find the Supervisor cluster.
VCF Automation looks for Supervisor clusters based on Region.
This issue can occur if there are no Regions in the environment or if there are no Supervisor clusters assigned to Regions in the environment.
Verify the status of Regions and Supervisor cluster(s) in VMware Cloud Foundation Automation | Provider Management.
