NSX Global Manager Upgrade is stuck at 36%

Issue/Introduction

Symptoms

• Upgrading VMware NSX Global Manager from version 4.2.3.1 to 9.0.2.0.
• The upgrade process reaches 36% and stalls after the first manager appliance has been successfully upgraded and rebooted.
• Attempting to "Resume" the upgrade from the UI returns the process to the same stalled state (36%) for the same NSX manager.
• Executing the get group maintenance-mode status command shows the NSX Manager in question is in MAINTENANCE_MODE_ON status

If you have encountered this issue:

• Open a support case - Creating and managing Broadcom support cases 
• Collect the support bundle for the NSX managers - Collect Support
• Upload to the support bundle the case - Uploading files to cases on the Broadcom Support Portal
