Upgrade tab missing in VCF Management UI after upgrading to VCF 9.1

Issue/Introduction

• Successfully upgraded VCF Operations and SDDC Manager to version 9.1, following the standard documentation Upgrading to VMware Cloud Foundation 9.1
• No components are visible under Build > Lifecycle > VCF Management in the UI. 
• The VCF Ops service registry does not contain an entry with "type": "VCF_FLEET_LCM". You can review the service registry on the VCF Ops appliance either by logging into https://<ops-fqdn>/casa/services or by checking the local file /storage/db/casa/services.json

• SDDC Manager 9.1
