Error: "NOT_FOUND License manager not found for asset id" while Importing License File

Issue/Introduction

• Registration of License Server for VMware Cloud Foundation (VCF) in disconnected mode fails with the below error:
  
  ERROR:NOT_FOUND
License manager not found for asset id: ########-####-####-########
  
  
• This issue is observed in VCF Business Service Console VCF Operations instance > License > Management Registration, when importing the  License File

Environment

VMware Cloud Foundation 9.x

Cause

The issue was because of the VCF Operations name was null in the registration file.
