Orphaned License Server and Disconnected VCF Operations after improper deletion in VVF/VCF 9.1

Issue/Introduction

In a VMware vSphere Foundation (VVF) or VMware Cloud Foundation (VCF) 9.1 environment, administrators may experience the following issues:

  • vCenter Server displays a banner error: "One or more vCenter instances are not connected to a license server. To avoid service interruption, verify that the vCenter instance is connected to a license server". 
  • VCF Operations instance appears in a Disconnected, Deactivated, or Pending Activation state under the VCF Operations Registrations tab within the VCF Business Console.
  • The newly deployed License Server appears as Disconnected within VCF Operations and the vCenter Server is shown as not licensed: 
  • Attempts to delete the stale License Server from VCF Operations fail. Clicking "Delete" redirects to the VCF Business Console, where the delete option is missing or unavailable. 
  • The VCF Operations instance appears as Deactivated/Pending Activation in the VCF Business Console, and no License Server entries are displayed beneath it: 

Environment

Cause

This issue typically occurs when a License Server virtual machine (VM) is deleted from the vCenter inventory multiple times without being properly decommissioned through the VCF Business Console as per the following documentation Delete a License Server.
This leads to: 

  • Stale Registration Entries: Multiple ghost registrations of VCF Operations on the VCF Business Console. 
  • Sync Failures: VCF Ops cannot register or sync with the new License Server because it is still logically tied to the previous, improperly deleted instance.

Resolution

To resolve this state, the stale backend entries must be cleared before a new registration can be attempted:

  1. Reregister the VCF Operations to VCF Business Console with the new license server: Since the status of the VCF Operations shows as Disconnected/Pending Activation, it means that the VCF Business Console is still waiting for the activation call from VCF Ops. Follow the instructions from either of the following document as per the connectivity mode to perform a reregistration: 
  2. After reregistration, the VCF Operations should appear as Not Connected on VCF Business Console:
  3. Delete the old License Server from VCF Business Console which was previously deployed and connected to the VCF Operations. Click on License Management > VCF Operations. From the License Server table, click on three dots for the older License Server (which is not existing anymore) and click on Delete.

  4. The new License Server should show as Connected to the VCF Operations now. To confirm login to the VCF Operations appliance as admin user, click on Manage > Licensing > Licenses & Registration > Manage > License Servers. 
  5. Go back to the Manage > Licensing > Licenses & Registration and proceed to assign a license to the vCenter Server by following the steps as described in the document: Assign a Primary License to a vCenter Instance

There could be a possibility that the vCenter Server might not appear under vCenter Systems to be licensed then follow the below steps: 

  1. On VCF Operations, click on Administration > Integration > vCenter Server account and click on Activate Management. 
  2. Click on three dots for the same vCenter Server account > Edit > Manage Integrations > Enable the license plugin for the associated vCenter account.
  3. Wait for approximately 15 minutes and then navigate back to the License & Registrations page. The vCenter Server will now be visible, and the license can be assigned to the vCenter Server.
