CAS backup restore file does not take effect

Issue/Introduction

When attempting to restore a JSON backup config file in Content Analysis, the configuration is not taken by the device despite indicating that the configuration upload is successful.

Steps to reproduce:

1. Take the CAS backup configuration file in Utilities > Configuration > Click on Get Configuration.

2. Make some changes to the CAS configuration

3. Attempt to restore the backup configuration file downloaded in step 1 by going to Utilities > Configuration > Choose file and upload the file taken in step 1.

Expected results: The backup file configuration is applied.

Actual results: Upload shows successful but the configuration is not applied.
