Cause

The precheck failure occurs because you are attempting to initiate an upgrade on an NSX Local Manager (LM) cluster before the NSX Global Manager (GM) clusters.

In modern NSX Federation architectures, strict version constraints dictate that a Local Manager must never run a higher version than the Global Manager that manages it.

Resolution

Upgrade the NSX Global Managers before upgrading the Local Managers.
