Issue/Introduction

Some Azure VM instances continued reporting the last known "Instance State" (e.g., state = 2) even when the VM was no longer running. 

Environment

• DX Operational Observability (DX O2)
• DX Application Performance Management

Cause

The issue is related to defect # DE669548

Resolution

A new metric staling logic has been implemented. The agent will now stop reporting stale VM metrics when the instance is not running, ensuring accurate and reliable state visibility.
