After completing the VCF Operations to 9.1, the following message appears in the ADMIN UI:

Cluster Status
Online
Last Status: <Date && Time>
online_state.change_reason.upgrade_successful.migration_is_incomplete - https://localhost/suite-api/internal/workflows/requests/<TASK_ID>/details

Resolution

Error turns out to be false-positive.
Set VCF Ops Cluster Offline and Online to clear the error state.
Should the error persist, open a case with Broadcom Support
