Error "License manager is not in active state" occurs when downloading a license file from the VMware Business Console

Issue/Introduction

• Attempting to "Download License File" from the VMware Business Console for a VCF Operations instance registered in disconnected mode results in the following error:

Error: License manager is not in active state.

Environment

VCF Operations 9.1
VMware Business Console

Cause

This issue typically occurs when an initial attempt is made to register a dark site (air-gapped) environment using Connected mode.
Because the environment lacks external connectivity, the registration fails, leaving stale or corrupted state for VCF Operations instance in the VCF Business Service Console database.

Resolution

Since this issue requires a manual update to the VCF Business Service Console backend database, please open a technical support case with the Broadcom Support team.
