Log spew for the event of vSAN storage is changing from APD to PDL state

Issue/Introduction

For vSAN storage,
A device goes into All-Paths-Down (APD) status.
The log record is spewed for the event that state is changing from APD to Permanent Device Loss (PDL)
even though no state transition occurs. 

In the logs, you see warning similar to:
--vmkernel.log
YYYY-MM-DDTHH:MM:SSZ Wa(###) vmkwarning: cpu##:#######)WARNING: HPP: HppDeviceUpdateState:####: Device 't10.NVMe____xxxxx' is changing to 'APD' from 'permanent device loss'.

Environment

VMware vSAN 8.0

Resolution

This issue is resolved in the VMware ESXi 8.0 Update 3i (Build 25205845).
