TOD rules expire immediately upon enablement during initialization after installing level 12 PTF

Issue/Introduction

After upgrading to z/OS 3.1 and applying OPS/MVS maintenance (Level 12 - including PTF LU19585), TOD rules enabled during initialization disable themselves immediately.

Environment

z/OS 3.1 , OPS/MVS 14

Cause

Any rules compiled before application of LU19585 might fail to execute
and must be recompiled. In particular, previously compiled Time-of-day
(TOD) rules cannot compute the next fire time once enabled and become
instantly disabled.

Resolution

Apply PTF LU20470

Recompile all rules one time during startup after activating level 12.
