During a VMware Cloud Foundation (VCF) upgrade to version 9.1, the deployment of VCF Management Services fails during the validation phase.

This issue occurs because the VCF instance integrations in VCF Operations have not been transitioned to a Cloud Proxy. In VCF 9.1, the management stack requires the VCF instance adapter (vCenter Server Endpoint) to point to a healthy Cloud Proxy or a designated Cloud Proxy collector group rather than a local collector to pass registration validation.
To resolve the validation failure, manually update the VCF integrations in VCF Operations to utilize the Cloud Proxy collector group.
