Configuring an offline depot in VCF Operations appears to validate but then switches back to disconnected, "Validation Completed Successfully. No Errors Found"

Issue/Introduction

• While configuring an offline depot in VCF Operations the validation appears to be successful but switches back to disconnected.
• The validate button shows, "Validation Completed Successfully. No Errors Found"
  
• Attempting a wget from SDDC Manager to the offline depot times out.

Environment

VCF 9.1

Cause

The managed services vms are unable to connect to the offline depot on port 443

Resolution

• Allow network traffic from SDDC Manager and VCF Management Services to the offline depot.
