Issue/Introduction

A greenfield VMware Cloud Foundation (VCF) 9.1 installation fails during the "Real-time Metrics" or "Log Management" configuration stage. While SDDC Manager and other core components deploy successfully via the offline depot, the deployment of Operations components fails a mandatory URL connectivity check.

The error message in the SDDC user interface is:

URL Connectivity Check Precheck. Status: FAILED The URL for component package is not reachable: https://<FQDN-FM>/depot-service/content-gateway/PROD/COMP/VRLI/operations-logs-9.1.0.0.25346055.tgz. Please verify the URL and network connectivity. [VCFMS-PRECHECK-URL-001]. Please check the component package URL and try again. Check if there are any firewall rules that may block access to this URL. If the issue persists, contact support.
