Issue/Introduction

• After upgrading VMware Cloud Foundation (VCF) Operations and SDDC Manager to version 9.1, the Identity Broker upgrade fails.
  VCF Ops 9.1 > Build > Lifecycle > VCF Management > Update > Run precheck >

  Step Failure: vmsp_upgrade_vidb failed.

  New prechecks return the following errors:

  Platform Health Check Error [vidb-synthetic-checker-vidb-external-vidb-package-core : 1 of 1 resources are not ok: vidb: wrong resource state: InProgress - package deployment suspended;] [VCFMS-HEALTH-002]
  Platform Health Check Error [vidb-synthetic-checker-vidb-external-vidbReadyStatus-http : Unexpected status code: 503 expected: 200, response body: "no healthy upstream"] [VCFMS-HEALTH-002]
